BAGHDAD (AP) ? Al-Qaida's local branch in Iraq has claimed responsibility for a spate of suicide attacks last month in the northern, relatively peaceful self-ruled Kurdish region.
The Sept. 29 bombings killed at least six security forces and wounded more than 30 people.
In a statement posted Monday on a militant website, the Islamic State of Iraq and the Levant says the attacks were in retaliation to statements recently made by the regional President Massoud Barzani expressing readiness to help Syrian Kurdish militias.
Al-Qaida-linked militants in Syria have been fighting ethnic Kurds in Syria's northeast.
The authenticity of the statement could not be independently confirmed, but it was consistent with earlier al-Qaida statements.

Environmentalists, utility companies and energy experts had different takes on a draft report released last month on increasing Michigan's renewable energy portfolio standard.
The 90-page report concluded there are no technical problems to increasing the standard to as much as 30 percent of electricity production in the state by 2035 from the 10 percent standard that is on schedule to be met by 2015.
A final report will be released Nov. 4.
Gov. Rick Snyder, who ordered the study after voters rejected a ballot proposal that would have added a 25 percent renewable energy standard by 2025 to the state constitution, will issue legislative policy recommendations in December when he gives his annual energy report.
"The governor wanted to know how well the RPS law is working, how much has been invested (by utilities and customers), what other states are doing before the governor and legislators draft legislation," said Steve Bakkal, director of the Michigan Energy Office, which along with the Michigan Public Service Commission developed the report.
Two other draft environmental reports are expected to be released in the next several weeks. On Oct. 15, a draft report on consumer electricity choice will be released, followed on Oct. 22 by a draft report on energy efficiency. All final reports, including a fourth report on additional energy areas, are expected to be released before Thanksgiving.
While the draft report concluded there are no technical barriers to increasing the renewable portfolio standard from 15 percent by 2020 to 30 percent by 2035, the report noted two factors that could limit success of any plan.
First, local government rules could restrict through zoning regulations the siting of wind towers, solar panels, hydro, biomass or other renewable sources. Second, legal challenges under the federal Commerce Clause could pose a danger to a future renewable energy mandate.

Irene Dimitry, vice president of marketing and renewable energy with DTE Energy Corp., said DTE is still studying the report. However, she said the siting problem noted in the report is real.
"We support renewables, and we have said when we get to 10 percent we will talk about going higher," Dimitry said. "At a certain point, there is a question of what people are comfortable having in their communities. ... As more gets built, there might be a saturation point. We don't know what that is."
Howard Learner, executive director of the Environmental Law and Policy Center, said increasing Michigan's renewable portfolio standard is critical if the state wants to create jobs and enjoy such environmental benefits as cleaner air and water.
"Does Michigan want to be a leader or left behind by other states that have higher standards?" said Learner, who said the governor's report is a good start toward increasing renewable energy.
Mark Barteau, director of the University of Michigan Energy Institute, said the report states a strong case for Michigan to increase its standard.
"Michigan's target was fairly low compared with other states nationally," Barteau said. "The report makes the case that renewable energy portfolio tends to be higher in states where electricity prices higher or states that have higher energy resources."
The report said Michigan's renewable standards are less aggressive than most of the other 29 states that have standards. All other states, except for Wisconsin, have higher standards than 10 percent.
Brad Klein, a staff attorney with the environmental policy center, said the report fully documented how well Michigan has done in developing renewable sources and driving down production costs.
For example, the cost to develop wind power ? that accounts for about 94 percent of renewable energy in Michigan ? decreased dramatically to about $45 per megawatt-hour this year from more than $100 in 2009, the report said.
By the end of this year, consumers will have paid about $675 million in utility bill surcharges to meet the renewable standard.
Last summer, DTE Energy proposed lowering the monthly surcharge on residential customers to 43 cents from $3 and Consumers Energy Corp. proposed eliminating entirely its 52-cent surcharge on residential customers.
"This report demonstrates that renewable energy costs are dropping significantly with the surcharges becoming moot," Learner said. "Customers are getting savings while jobs are being created and pollution reduced. This is a formula for going forward."

But the underlying message was crystal clear: the forces do not have faith in the civilian dispensation - largely the bureaucracy ? to "fully grasp the unique challenges" of military service. And, hence, address long-standing, deep concerns over their eroding "status, parity and equivalence" as compared to their civilian counterparts.
The letter was a small but significant pointer to the larger malaise of the mounting dysfunctional relationship between the civilian leadership and military. The ongoing internecine warfare between the government and former Army chief General VK Singh, with "well-calculated and timed leaks", is just the ugliest manifestation of the plummeting equation. "There seems to be little concern, on either side, for the institutions being wrecked in the process," says an insider.
The civil-military divide in the sprawling ? and monkey-infested ? corridors of South Block is nothing new. But it has got accentuated like never before in recent years. "Civilian primacy over the military has, unfortunately, morphed into bureaucratic control... the political leadership just twiddles its thumbs in masterly inaction. Ex-servicemen, for instance, have been returning their hard-won medals for the last five years but to no avail," says a top general.
Responds a senior bureaucrat, "Demands of the armed forces, which live in their own fiefdoms, have become highly unrealistic. The government, for instance, has hiked ex-servicemen pensions at least three times since the 6th Pay Commission, including a Rs 2,300 crore package last year."
But pay and pensions is just one of the issues. The armed forces complain of being systematically downgraded over the years, which extends to being kept at an arm's length from policy formulation and decision-making.
Experts say the huge politico-bureaucratic resistance to critical reforms in the country's higher defence management ? suggested by the K Subramanyam-led Kargil Review Committee and the 2001 group of ministers' report on 'reforming the national security system' as well as the Naresh Chandra Taskforce last year - is one of the main reasons for the failure to bridge the divide.
Just a few months ago, as was then reported by TOI, the defence ministry quietly rejected most of the key recommendations of the Naresh Chandra Taskforce. Pointing to lack of consensus in the armed forces as well as the need to consult political parties, it shot down the proposal to create the post of a permanent chairman of the chiefs of staff committee (CoSC).
This General No. 1, a four-star officer like the three Service chiefs with a fixed two-year tenure, would have been the principal military advisor to the government and an "invitee" to the Cabinet Committee on Security. He would have also helped usher in some desperately-needed synergy among the Army, Navy and IAF in planning, procurement, operational and doctrinal issues.
Similarly, another key recommendation that was junked was "cross-staffing" ? posting of military officers to MoD. Over a decade ago, in his report, the late strategic doyen Subramanyam had held, "India is perhaps the only major democracy where the armed forces HQs are outside the apex governmental structure."
The situation remains somewhat similar till this day. The three Service HQs, once merely "attached offices", have been rechristened "integrated HQs of ministry of defence" with some delegation of financial powers. But the nomenclature change is perceived to be "largely cosmetic". Till the armed forces get some concrete institutional role in policy-making, along with effective cross-staffing, the divide and the drift will probably continue.

WASHINGTON (AP) -- A large chunk of the furloughed federal work force is headed back to the Pentagon, and those who remain at home or are working without paychecks are a step closer to getting back pay once the partial government shutdown ends.
Still, a resolution to the impasse itself is nowhere in sight.
House Speaker John Boehner doesn't see one. Asked this weekend if Congress was any closer to ending the gridlock, the Ohio Republican answered bluntly, "No."
Boehner and Treasury Secretary Jacob Lew are scheduled to appear on separate new shows Sunday morning. If previous rhetoric is an indication, expect more blame than concession from both sides.
The federal government was partially shut down Tuesday, the first day of the new budget year, after Republicans and Democrats couldn't agree on a plan to continue funding federal agencies.
House Republicans are demanding significant changes to President Barack Obama's signature health care law in exchange for reopening the government, a demand that Democrats say is absurd.
Since Tuesday, the GOP-led House has passed several bills to reopen selected parts of the government. Democratic leaders are rejecting the piecemeal approach, saying the entire government should be reopened and the 800,000 federal workers on furlough put back to work.
Defense Secretary Chuck Hagel ended the argument for most Pentagon civilian employees, ordering nearly all 350,000 back on the job.
Hagel said he based his decision on a Pentagon interpretation of a law called the Pay Our Military Act, which was passed shortly before the partial government shutdown began. Republican lawmakers had complained in recent days that the Obama administration was slow to bring back those workers even though the law allowed it.
In a written statement released Saturday explaining his action, Hagel said the Justice Department advised that the law does not permit a blanket recall of all Pentagon civilians. But government attorneys concluded that the law does allow the Pentagon to eliminate furloughs for "employees whose responsibilities contribute to the morale, well-being, capabilities and readiness of service members."
Hagel said he has told Pentagon officials, including leaders of the military services, to "identify all employees whose activities fall under these categories." He said civilian workers should stand by for further word this weekend.
In remarks to reporters, Robert Hale, the Pentagon's budget chief, said he did not yet know the exact number of civilians who would be brought back to work but that it would be "90 percent plus." He said there are about 350,000 civilians on furlough.
Hale said he hoped that a "substantial number" could be returned to work on Monday but that an exact timetable was not available.
In a rare Saturday session ? and an even rarer showing of bipartisanship ? the House voted 407-0 to pass a bill to provide furloughed workers back pay. The Obama administration supports the retroactive pay bill and Senate Majority Leader Harry Reid, D-Nev., said he expects the Democratic-led Senate to pass it.
Even a bill that passed without opposition evoked partisan rhetoric.
"Someone try to explain to the American people today that Republicans decided to shut down government on Oct. 1, and on Oct. 5, they decided to pay all those workers, those 800,000 workers that they told, 'Don't come in to work,'" said Rep. Xavier Becerra, D-Calif. "If it weren't so serious it really would be absurd."
House Majority Leader Eric Cantor, R-Va., noted that many House Democrats supported back pay for federal workers but opposed reopening other selected parts of the government.
The standoff is playing out as an even bigger financial crisis looms. The Treasury Department says the federal government will reach the limit of its authority to borrow money on Oct. 17. If Congress doesn't raise the debt limit, the U.S. will default on its obligations for the first time, triggering what many economists say would be an economic catastrophe.

Chris Brown is getting candid. In an interview with the UK Guardian, the 24-year-old "Love More" crooner opened up about losing his virginity at a really early age, his infamous beating incident with Rihanna and why he thinks his latest community service order is a "bitch."
Brown, who lost his virginity at age 8 to a girl who was 14 or 15, told the mag with a chuckle, "It's different in the country," adding that he and his friends watched a lot of porn. "By that point, we were already kind of like hot to trot, you know what I'm saying? Like, girls, we weren't afraid to talk to them; I wasn't afraid. So, at eight, being able to do it, it kind of preps you for the long run, so you can be a beast at it. You can be the best at it."

The singer also knew early on that he wanted to be a singer, and was discovered by a record producer when he was only 13.
While Brown's career took off when he released his double-platinum debut album "Chris Brown" at 15, things took a turn for the worst in February 2009 when the "Battle of the Year" star got into a physical altercation with his then-girlfriend Rihanna.
Brown called the incident "probably the biggest wake-up call for me," saying, "I had to stop acting like a little teenager, a crazy, wild young guy."
Since that incident, he has gone on to win a Grammy, and release three more albums, saying he wanted to prove people wrong ? that he could make a comeback after it.

And although it seems he accomplished that goal, Brown hit another snag in August when a judge revoked his probation and gave him 1,000 additional hours of community service after he was involved in a hit-and-run accident earlier this summer.
Referring to the judge's "comprise" ruling as vindictive, Brown said, "Community service, that s--- is a bitch. I'll be honest ? and you can quote me on that ? that is a mother------ there. For me, I think it's more of a power trip for the DA. I can speak freely now, because I don't really care what they say about it, but as far as, like, the 1,000 extra hours they gave me, that's totally fricking bananas."
"They want me to be the example," Brown went on. "Young black kids don't have the fairer chances. You can see Lindsay Lohan in and out of court every day, you see Charlie Sheen, whoever else, do what they want to do."

"There hasn't been any incident that I started since I got on probation, even with the Frank Ocean fight, the Drake situation, all those were defense modes," he went on. "People think I just walk around as the aggressor, this mad black guy, this angry, young, troubled kid, but I'm not. I'm more and more laid-back. It's just that people know if they push a button, it'll make more news than their music. Attaching themselves to me, good or bad, will benefit them."
As far as where Brown sees himself in the future, he said he wants to be "wealthy" and "sell ground-breaking numbers on an album."
Perhaps that success will come with his next album, "X," which he describes as "musically sound, diverse" with a "lot of different genres attached."
"X" is set to hit stores Nov. 19.
