World stocks gain as Fed winds up 2-day meeting

BANGKOK (AP) ? World stock markets were slightly higher Wednesday as investors anticipated the U.S. Federal Reserve will stick to a policy of keeping its key interest rate near zero until a firm recovery in the world's No. 1 economy takes hold.

A two-day policy meeting of the central bank's Federal Open Market Committee wraps up later Wednesday. If the Fed sticks to its commitment to low interest rates, that would drive more money toward stock markets, said Linus Yip, a strategist at First Shanghai Securities in Hong Kong.

"The main focus is whether there will be some hints given out about what will be going on in future interest rate moves," Yip said. "Right now, market sentiment remains good."

Last month the Fed said that as long as the inflation outlook is mild, it could keep short-term rates near zero until the unemployment rate dips below 6.5 percent from the current 7.8 percent. That could take until the end of 2015, the Fed predicted.

Britain's FTSE 100 was nearly unchanged at 6,339.23. Germany's DAX rose nearly 0.1 percent to 7,852.80. France's CAC-40 advanced 0.1 percent at 3,789.28. Wall Street futures were flat: Dow Jones industrial futures stood at 13,908. S&P 500 futures held steady at 1,505.

Japan's Nikkei surged 2.3 percent to 11,113.95, its highest closing since late April 2010, as the yen continued to weaken against the U.S. dollar.

Hong Kong's Hang Seng rose 0.7 percent to 23,822.06. South Korea's Kospi rose 0.4 percent to 1,964.43 after the government said manufacturing output rose 0.8 percent in December from November.

Gains in resource stocks helped lift Australia's S&P/ASX 200 by 0.2 percent to 4,896.70. Mining giant Rio Tinto Ltd. gained 1.5 percent and rival BHP Billiton advanced 1.2 percent.

Benchmarks in Singapore, Taiwan, the Philippines, mainland China and Indonesia rose.

Meanwhile, a survey on U.S. consumer confidence Tuesday was unexpectedly weak, but analysts said the result was likely a one-time blip due to the payroll tax increase that was part of the agreement reached by U.S. lawmakers to avert bigger spending cuts and tax increases.

Wall Street stocks rose Tuesday after drugmaker Pfizer posted strong earnings. The Dow Jones industrial average ended higher for the seventh day in eight.

Currently, analysts expect fourth-quarter earnings for 2012 to increase by an average of 4.7 percent for S&P 500 companies, according to the latest data from S&P Capital IQ. That's an improvement on the previous quarter when profit grew by 2.4 percent.

Benchmark oil for March delivery was down 3 cents to $97.55 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose $1.13, or 1.2 percent, to close at $97.57 on the Nymex on Tuesday.

In currencies, the euro rose to $1.3511 from late Tuesday in New York. The euro hit its highest level against the dollar in nearly 14 months Tuesday after data was released showing a rise in German consumer confidence. The dollar rose to 91.16 yen from 90.69 yen.

[iPhone] Is Apple still signing 6.0.1 for 3GS?

I have an old bootrom 3GS that was jailbroken untethered and unlocked on iOS 6.01 and also I had 6.0.1 blobs saved.
I got adventurous and upgraded to iOS 6.1. I was able to jailbreak untethered again using Redsn0w 9.15b3 but when I went to unlock it didn't work because I guess ultrasn0w fixer for 6.x does not work with 6.1 yet.

Anyhow, I thought no problem, Apple is probably still signing 6.0.1 so I will just restore, but no go -I get 3194 error. I guess this means 6.0.1 is no longer being signed- is that correct?
I have 6.0.1 blobs in cydia so I also tried a restore with an edited hosts file, but get error 1394 or error 1600 or error 21 in iTunes. No matter what I do I can't seem to go back to 6.0.1 (tried pwned DFU, DFU, regular shift restore).

Is this because I have an old bootrom 3GS and SHSH aren't handled properly or something??

Milton man used baseball bat in assault, police say

By Nick Roth | Jan 30, 2013

Milton Police have charged a 42-year-old Milton man with assault after he allegedly used an aluminum baseball bat to hit another man.

Police were called to the 200 block of Grist Mill Drive in the Cannery Village community about 2:45 p.m., Jan. 24. Police say John Distefano became upset with the 42-year-old victim and hit the man in the back of the head with the bat and punched him in the face. He also used the bat to strike an open vehicle door.

The victim was able to get away from Distefano and flee down the street, police said. He was taken to Beebe Medical Center in Lewes, where he was treated for non-life threatening injuries.

Distefano was charged with second-degree assault, possession of a deadly weapon during the commission of a felony, possession of a deadly weapon by a person prohibited and disorderly conduct.

Distefano was processed and arraigned at Milton Police Department via video phone with Justice of the Peace Court 2 and committed to Sussex Correctional Institution in default of a $16,100 secured bond.

Severe storms pummel central US, Southern states

JACKSON, Miss. (AP) ? A large storm system packing high winds, thunderstorms and the threat of tornadoes is continuing its sweep across several Southern and central U.S. states.

Emergency management officials say the large storm front blacked out thousands in Arkansas and has caused scattered power outages in northern Mississippi. At least one person was reported injured by lightning in Arkansas.

Jeff Rent at the Mississippi Emergency Management Agency urged residents to be on guard for severe thunderstorms, high winds and possible twisters. Tennessee and other states also were on guard Wednesday.

Rent says some houses have been damaged and trees and power lines felled as the brunt of the storm was felt in four Mississippi counties overnight. The storm is set to sweep toward the Eastern seaboard in coming hours.

Synchronizing Google Mail Contacts with Thunderbird

Dear Lazyweb,

can anyone recommend a good Thunderbird extension which allows for synchronizing the address book with Google mail? So far I tried Google Contacts, but something went wrong with the syncing and some contacts where deleted on both sides. To avoid this problem, one can use Google Contacts in read-only mode (it will only fetch contacts from Google, but never write to it) but then you have to import new Thunderbird contacts to Google mail manually.

Google introduced CardDav in December 2012, which allows for syncing of contacts, but since Thunderbird?s development is apparently on hold this is probably not gonna be supported out-of-the-box. There are some other extensions for Thunderbird, but since synchronization is hard and a lot more complicated than: ?replace newer version with older one? I?m looking for something mature and well tested.

Before someone suggests it, I know Evolution has this feature built-in. I gave it a try last week and found so many other grave bugs with the calendar and newsgroups that Evolution is simply unfit for my needs. I really like Thunderbird and want to stick with it for a few more years until I have to look for something else.

Yours truly,

Basti

Special Needs Children Struggle to Obtain Quality Health - HealthyCal

By Rosa Ramirez
California Health Report

California children with special needs often receive less-than-adequate health care services, regardless of whether they are covered by private or public health insurance, a new analysis has found.

California was among the bottom six states in offering coordinated and family-oriented care to some of the state?s most vulnerable populations.

According to the report, 1 in 10 California children, or about one million, have special health needs.

Some key findings:

?California families are more likely than those in other states to reduce their working hours or stop working altogether to manage their child?s health care needs.

?41 percent of children with health insurance don?t obtain the services to meet their health needs.

?More than 40 percent of youngsters with complex health needs have a difficult time obtaining community-based services, such as finding doctors and scheduling appointments.

The health care they receive as children greatly impacts their ability to thrive as they grow and move through school, said Christina Bethell, lead author of the report and director of the Child and Adolescent Health Measurement Initiative at Oregon Health and Science University. The study was sponsored by the Lucile Packard Foundation for Children?s Health. (The Foundation is also a sponsor of HealthyCal.org.)

Part of the challenge is that researchers have only started collecting national child health data since 2001. ?Even children with the least complex health conditions, the majority are not receiving the basic quality of care,? said Bethell.

In addition, a nationwide dearth of pediatricians with sub-specializations, as well as health providers who are able to care for these children as they transition to adolescence, has become worrisome.

Most pediatricians spend an additional two-to-three years on sub-specialty training, often with little economic incentives, said Edward Schor, senior vice president at the Foundation. ?It extends their life as a trainee and postpones getting out into the world and working,? Schor said. ?At the end, they may do just as well general pediatricians.?

The study found that inadequate health care services places added financial and emotional burden on parents. About a third of California families with at least one child with health care needs are forced to cut back on working to manage their children?s access to care. These caretakers often manage multiple health services, including school-related programs, doctor?s appointments, and medical emergencies, Bethell explained.

San Francisco resident Maria de Lourdes Sanchez, 38, takes her 10-year-old son, who was diagnosed with cerebral palsy as an infant, to physical, speech, and occupational therapy, which keeps her from holding a full-time job.

But even outings to the Sunday mass or attending family birthday party have become rare occasions, especially now that her son is taller and stronger. Carrying him inside the family?s van is difficult for her and her husband. She?s applying to obtain a free or low-cost wheelchair ramp to make trips to her son school, medical appointments, and therapies feasible.

Echoing earlier studies, the January report found that communities of color are less likely to report their child?s special health care needs. Bethell said it could be attributed to their desire to use alternative health methods, feeling overwhelmed about having to arrange doctor?s appointments due to a language barrier, or holding jobs that do not offer them the flexibility to take time off.

With limited English skills, Sanchez recalled feeling frightened when she sought help for her son when he was months old. ?I?d take him to the doctor and say, ?My son is not breathing,?? she said in Spanish. ?The strength and courage to speak up for your children just comes out naturally.?

She now encourages other Spanish-speaking parents to ask questions, call service providers a second or third time, and show up at their offices if necessary to get health and educational services for their children. ?We have to fight for children,? she said. ?Parents are the only ones who can help them get ahead in life.?

Policies increasing unemployment, stifling clothing sector ...

State policies were aggravating the challenge of high unemployment, setting unsustainable wage minimums and stifling true entrepreneurialism in the country?s labour-intensive clothing manufacturing sector, Centre for Development and Enterprise (CDE) executive director Ann Bernstein told members of the media on Tuesday.

Speaking at the launch of a new CDE publication, 'Job Destruction In The South African Clothing Industry', Bernstein asserted that its findings were a stark indictment of the current approach to collective bargaining by the State.

Bargaining council agreements that were extended to nonparties had resulted in job losses, added report co-author Professor Nicoli Nattrass.

?The imposition of a minimum wage ? suitable for high-wage firms at the top-end of the industry ? resulted in the closure and export of low-wage manufacturing operations. This is a direct result of an alliance between the State, organised labour and larger firms in the clothing sector,? she said.

Some 70% of local clothing manufacturers in the lower-wage clothing sector could not afford to pay their employees the minimum wage and would have to close, the CDE reported.

Further, Nattrass noted that raising minimum wages in labour-intensive industries that compete against firms in low-wage countries, such as China and Lesotho, would affect already-constricted profit margins.

Bernstein added that government?s commitment to the International Labour Organisation?s decent work agenda ? which espoused opportunities for work that would deliver a fair income, equal opportunity and personal freedoms ? was preventing the country from dealing with the challenges of mass unemployment.

?The decent work agenda involves the imposition of labour and industrial policies that makes labour-intensive production, particularly in the clothing production industry, almost impossible,? said Bernstein.

The report alleged that government?s approach to economic growth, which focused on high wages and high-technology manufacturing, was in contrast with the reality of existing market conditions, in which the majority of the workforce was unskilled.

?The current approach to growth simply ignores the fact that millions of South African workers who desperately need employment would be unable to operate in such an environment,? Bernstein warned.

She advocated that South Africa adopt a more differentiated approach to wage-setting that enforced basic standards of employment, but tolerated low-wage employment coupled with productivity-linked pay.

?We need a regulatory framework that is fair for all workers and that encourages investment, creates jobs and expands the skills base,? said Bernstein.

Noting that wages and production costs were rising in China, she added that South Africa should capitalise on the opportunity to expand local manufacturing capabilities to compete for investment moving out of the region.

?If the country is serious about increasing employment, we must stop destroying jobs and deal with the contradictions in current policy,? she concluded.

Faulk will never get over Spygate

January 30, 2013, 9:00 am

???
NEW ORLEANS -- The Super Bowl is back in New Orleans for the first time since February 2002, when the Patriots upset the mighty St. Louis Rams.

On Tuesday, I asked Marshall Faulk if being back in the Superdome this week conjured up any emotions from that day.

"All of my memories about playing the game is all good feelings," Faulk began. "I only remember the Super Bowl I won in Atlanta (after the 1999 season). I couldn't even conjure up the feelings of what I felt after the game (against the Patriots). I'm sure I was heartbroken and maybe a little upset but when you talk Super Bowl, all of my feelings go directly to winning."

People in New England, Faulk was told, believe he still shows bitterness over the loss. And a dislike of the Patriots in his role as an NFL Network commentator.

"They misunderstand," Faulk corrected. "Am I over the loss? Yeah, I'm over the loss. But I'll never be over being cheated out of the Super Bowl. That's a different story. I can understand losing a Super Bowl, that's fine . . . But how things happened and what took place. Obviously, the commissioner gets to handle things how he wants to handle them but if they wanted us to shut up about what happened, show us the tapes. Don't burn 'em."

Faulk was referring to tapes the Patriots had of opposing coaches sending in defensive signals. It's a story from another epoch, to be sure, but as Faulk spoke, it became obvious the scab is still there. And with just a scratch to the surface, Faulk was soon rolling downhill in accusing the Patriots of having taped the Rams' walkthrough prior to Super Bowl XXXVI.

NFL Commissioner Roger Goodell said back in 2008 that he had no evidence that the Patriots -- and video assistant Matt Walsh in particular -- taped the Rams walkthrough.

In April of 2008, Goodell explained his findings and decision to destroy the tapes he'd confiscated.

"The reason I destroyed the tapes is they were totally consistent with what the team told me," Goodell said during his State of the NFL speech at the NFL Owners Meetings. "It was the appropriate thing to do and I think it sent a message.

"The actual effectiveness of taping and taking of signals from opponents -- it is something done widely in many sports. I think it probably had limited, if any effect, on the outcome of games.

"That doesn't change my perspective on violating rules and the need to be punished."

Goodell said there were six tapes, some from 2007 preseason games and the rest from 2006. Another reason he destroyed them was one tape was leaked to the media just after the Patriots-Jets game.

"We wanted to take and destroy that information," he said. "They may have collected it within the rules, but we couldn't determine that. So we felt that it should be destroyed."

The NFL did present some tapes at the 2008 NFL Owners Meetings that it hadn't destroyed. The tapes showed the Patriots' taping defensive signals, shots of the scoreboard and even 15 seconds of cheerleaders performing.

Still, Faulk says circumstantial evidence from the game leaves him believing the Patriots gathered intel somehow.

"I understand Bill (Belichick) is a great coach," said Faulk. "But No. 13 (Kurt Warner) will tell you. Mike Martz will tell you. We had some plays in the red zone that we hadn't ran. I think we got to fourth down -- we ran three plays that we hadn't ran, that Mike drew up for that game -- Bill's a helluva coach . . . we hadn't ran them the whole year (and the Patriots were ready for them)."

Faulk said the only time those plays were practiced were at the walkthrough.

"I know, in that game, in the red zone, the plays we ran, most of them we hadn't ran most of those plays that year," Faulk noted. "And a couple of plays on third down that we walked through also . . .? Any time that I was offset, I was always stationary. And we had creating motioning in the backfield at the same depth on the other side of the field. And they created a check for it. It's just little things like that. It's either the best coaching in the world when you come up with situations that you had never seen before. Or you'd seen it and knew what to do."

At one point in the conversation, Faulk said, "I don't even know why you brought this up now."

In fact, Faulk was the one who broached it.?

Faulk attempted to temper his comments, saying, "Bill has done a great job. I love Mr. Kraft and what he's done. They almost drafted me. I remember (Kraft's) vision for that organization. I respect everything about that organization. But am I bitter about how that went? Am I bitter about how the league handled them taping people? If Bountygate was that bad and Sean got suspended for a whole year? If we want to talk about some unfair assessment of how we're assessing things? Man.

"If you lost a game and your brother cheated you," said Faulk, "you'll remember that."

Surviving band member leads police to bodies

MONTERREY, Mexico (AP) ? The Colombian-style music group was playing at a ranch in northern Mexico when at least 10 gunmen entered the warehouse where the private party was being held and forced them and several crew members into waiting vehicles, a survivor of the attack told authorities.

Nuevo Leon state security spokesman Jorge Domene said the survivor, a member of the Kombo Kolombia band, told police the 18 were blindfolded and driven on dirt roads until they stopped. He then heard the assailants ask fellow band members if they belonged to a drug cartel, shots were fired and the bodies were dumped into a well.

Domene said the survivor, who is being protected by soldiers, was able to reach a nearby ranch and get help. He wouldn't give details on how the man was able to escape.

The man later led authorities to the well where searchers found several bodies, Domene said.

Domene said four bodies first pulled from the well on Sunday have been identified by their relatives, including a Colombian citizen who played the keyboard. Three of them were wearing matching T-shirt with the name of the band.

"The search will continue ... to see how many more bodies may be hidden there," he said.

By Monday afternoon, searchers had pulled 12 bodies from the well along a dirt road in the town of Mina, about 140 miles (225 kilometers) from Laredo, Texas, Domene said.

The bodies recovered showed signs of torture, said a forensic official, who spoke on condition of anonymity because he was not authorized to comment publicly on the case.

It was hard to determine how many more bodies were submersed in the water, he said.

Authorities initially said 16 members of the band Kombo Kolombia and four crew members were reported missing early Friday after playing at a private party attended by about 50 people and held at a ranch called La Carreta, or The Wagon, in the town of Hidalgo north of Monterrey.

But Domene said Monday 18 band members had gone missing. He didn't say how many were crew members and how many were musicians.

The party guests are being questioned and police have yet to determine a motive in the killings, Domene said.

Nuevo Leon state, on the border with Texas, has been the scene of a turf battle between members of the Gulf drug cartel and the Zetas drug gang. The Zetas were hit men for the Gulf cartel until they split in 2010, unleashing their bloody war.

People living near the ranch in Hidalgo reported hearing gunshots at about 4 a.m. Friday, followed by the sound of vehicles speeding away, said a separate source with the Nuevo Leon State Investigative Agency. He also spoke on condition of anonymity because he was not authorized to be quoted by the news media.

The officials added that gunfire is common in the area and said investigators found spent bullets nearby.

Relatives filed a missing persons report on Friday after losing cellular phone contact with the musicians. When they went to the ranch to investigate, they found the band members' vehicles still parked outside.

Kombo Kolombia has played a Colombian style of music known as vallenato, which is popular in working class neighborhood in the city of Monterrey and other parts of Nuevo Leon state. Most of the group's musicians were from the area, except for the keyboard player who is Colombian and had Mexican residency, Domene said.

The band regularly played at bars in downtown Monterrey on the weekend. At least two of the bars where they had played had been attacked by gunmen.

It was Mexico's largest single kidnapping since 20 tourists from the western state of Michoacan were abducted in Acapulco in 2010. Most of their bodies were found a month later in a mass grave. Authorities said the tourists were mistaken for cartel members.

Members of other musical groups have been murdered in Mexico in recent years, usually groups that perform "narcocorridos" that celebrate the exploits of drug traffickers. But Kombo Kolombia did not play that type of music, and its lyrics were about love and heartbreak and did not deal with violence or drug trafficking.

But singers of drug exploits are not the only musicians targeted, said Elijah Wald, author of the book, "Narcocorrido: A Journey into the Music of Drugs, Guns and Guerrillas."

"There is really not correlation. Drug guys hire people to play for their parties and they hire whatever is happening," he said. "Sergio Gomez, the single-most famous singer killed from K-Paz de la Sierra, his big hit was a version of 'Jambalaya.'"

Gomez was kidnapped and found strangled and tortured in 2007 in the western state of Michoacan, a day after Zayda Pena of the group Zayda and the Guilty Ones was shot in a hospital while recovering from a separate bullet wound in the border town of Matamoros, across from Brownsville, Texas.

Valentin Elizalde, "El Gallo de Oro," was shot to death along with his manager and driver in 2006 following a performance in Reynosa, across the border from McAllen, Texas. Norteno singer Sergio Vega was shot dead in a northern state of Sinaloa in 2010.

"A lot of people are being killed because they're in the wrong place at the wrong time and musicians are some of the people on that list," Wald said.

Australians clean up from floods; supplies dwindle

BRISBANE, Australia (AP) ? Military personnel headed to flood-ravaged northeast Australia on Wednesday to help clean up the sludgy aftermath of floods that damaged thousands of homes and businesses and left some communities short of power, food and water.

The death toll from the flood crisis rose to five Wednesday when police discovered a man's body in a car submerged in a creek. Another man who vanished while traveling through the same area earlier this week was still missing.

Floodwaters were receding in most places, bringing relief to a region that was battered by worse floods just two years ago. But there were concerns about food and water shortages in some communities and thousands were without power.

Around 120 soldiers were en route to the hardest-hit city of Bundaberg in Queensland, 385 kilometers (240 miles) north of Brisbane. The flooding, caused by the remnants of a tropical cyclone, forced around 7,500 Bundaberg residents from their homes, inundated 2,000 houses and 200 businesses with murky water and prompted helicopter evacuations of 1,000 people.

As the cleanup began Wednesday, some residents complained about dwindling food supplies.

"People were almost coming to blows this morning at the local shop fighting over bread rolls," said Chris Pasky of Moore Park, just outside Bundaberg. "We've got a baby in the house we can't feed. We've just been forgotten."

In Brisbane, residents were warned to conserve water after muddy floodwaters put pressure on the city's water treatment plants. Queensland Premier Campbell Newman told Australian Broadcasting Corp. that stocks of bottled water were ready to be distributed to residents if the reservoirs run dry.

In other areas, officials scrambled to deliver supplies to residents still cut off by the slowly receding waters.

"We're discovering people who are isolated, without power, without water, and we're going to be getting some long-life milk and bread supplies in through four-wheel drive later today," said Pam Parker, mayor of Logan City, south of Brisbane.

In a waterlogged area of Queensland, police have spent days hunting for two men, aged 25 and 34, who disappeared as they traveled separately to work on Sunday near Gatton, about 90 kilometers (55 miles) west of Brisbane. Police said they believed the body found Wednesday was that of the 34-year-old, though formal identification was still pending.

The hunt was still on for the younger man, whose car was found Tuesday in the same creek where the body was recovered.

Queensland residents suffered through the worst flooding Australia had seen in decades in late 2010 and early 2011, when floodwaters from heavy rain killed 35 people, damaged or destroyed 30,000 homes and businesses and left Brisbane under water for days.

Australia has been suffering through a summer of weather extremes, with blistering temperatures and dry conditions igniting hundreds of wildfires across the southern half of the country.

S&P 500 slips after rally, but Apple lifts Nasdaq

NEW YORK (Reuters) - The S&P 500 edged lower on Monday as a four-week rally stalled, while a rebound in Apple shares helped buoy the Nasdaq.

Caterpillar shares helped cap losses in the Dow industrials even as the company posted a 55 percent drop in quarterly profit due to a charge connected with accounting fraud at a Chinese subsidiary and weak demand among its dealers. Caterpillar's shares, down 2.2 percent in the past three sessions, rose 1.5 percent Monday to $96.97.

The S&P 500 is coming off a streak of eight sessions of gains, the longest in eight years. On Friday, the major U.S. stock indexes closed a fourth straight week of gains with the S&P 500 ending the session above 1,500 for the first time in more than five years.

The rally has left the market vulnerable to a short-term pullback of up to 3 percent in the S&P 500 as bullish sentiment continues to rise, according to Richard Ross, Auerbach Grayson's global technical strategist.

"Still," Ross said, "we have a lot of momentum and nice seasonality, and technicals support the long-term bull market."

Data on Monday pointed to growing economic momentum as companies sensed improved consumer demand.

Thomson Reuters data showed that of the 150 companies in the S&P 500 that have reported earnings so far, 67.3 percent have beaten analysts' expectations, which is a higher proportion than over the past four quarters and above the average since 1994.

The Dow Jones industrial average <.dji> fell 9.02 points or 0.06 percent, to 13,886.96, the S&P 500 <.spx> lost 1.5 points or 0.1 percent, to 1,501.46 and the Nasdaq Composite <.ixic> added 8.46 points or 0.27 percent, to 3,158.17.

Bargain hunters lifted Apple after the tech giant's stock dropped 14.4 percent in the previous two sessions. With Apple's stock up 2.4 percent at $450.29, the iPad and iPhone maker regained the title as the largest U.S. company by market capitalization as Exxon Mobil fell 0.9 percent to $90.94 and slipped back to second place.

"I think there is more downside in Apple if you did get a broad market pullback," Auerbach Grayson's Ross said.

"I'd be patient unless you're a trader. It might not be the most attractive entry point."

U.S. durable goods orders jumped 4.6 percent in December, a pace that far outstripped expectations for a rise of 1.8 percent. Pending home sales unexpectedly dropped 4.3 percent. Analysts were looking for an increase of 0.3 percent.

Equities have also gained support from a recent agreement in Washington to extend the government's borrowing power. On Monday, Fitch Ratings said that agreement removed the near-term risk to the country's 'AAA' rating.

Hess Corp shares shot up 5.3 percent to $62.02 after the company said it would exit its refining business, freeing up to $1 billion of capital. Separately, hedge fund Elliott Associates is looking for approval to buy about $800 million more in Hess stock.

Keryx Biopharmaceuticals Inc said a late-stage trial of its experimental kidney disease drug met the main study goal, and its shares soared 67 percent to $5.75.

Powers of prophesy: Davos looks to the future

DAVOS, Switzerland (AP) ? Forget the endless debates about the euro or government debts. What does the future hold?

The World Economic Forum at Davos is always a showcase for new research, trends and ideas. And those at the annual gathering of the world's elite don't shy away from making predictions, even if they missed foreseeing seminal events like the Great Recession or the Arab Spring revolts.

Here are some predictions from this year's participants:

WEATHER AND WATER

Climate change will lead to more and more extreme weather, which will cause tremendous economic upheaval, predicts New York University economist Nouriel Roubini.

"It's not just that New York is going to be underwater 30 years from now," he said, referring to the devastation caused last fall by Hurricane Sandy.

Oxford University physicist Tim Palmer ? who said as a scientist he preferred probabilities to prediction ? noted there is a 10- to 15-percent chance that the Earth will warm by 6 degrees Celsius within a century, leading to "catastrophic consequences for humanity" ranging from extreme weather to rising seas.

Vali Nasr, dean of the School of Advanced International Studies at Johns Hopkins University, said many countries will start running out of water in the coming years.

"Water is the new oil," he said.

A TECHNOLOGICAL SURGE

Laura Tyson, a business professor at the University of California at Berkeley, said one of the great concerns should be "the employment effects of technology," with so many jobs being rendered obsolete by scientific or technological advances.

Discussions of such advances were everywhere at Davos.

Sebastian Thrun, a computer science professor at Stanford University and leader of Google's Self-Driving Car Project, said he thinks Google co-founder Sergey Brin's prediction that within five years driverless cars will be on the streets used by regular people is going to happen.

"It'll be a while before they're going to be mainstream, and there'll be all kinds of interesting questions coming about security, privacy, safety of the system as a whole," Thrun said. "But if they are available within five years for general consumers, I think within 15 years you ought to be able to buy one of those."

MENTAL ILLNESS UNDERSTOOD

Edward Boyden, an associate professor at the Massachusetts Institute of Technology who directs a neural engineering research group, says new technologies for analyzing the brain will produce significant advances in fighting mental illness.

"Right now we know that certain cell types in the brain are impaired in schizophrenia, or bipolar disorder or autism," he said.

If scientists can develop new technologies to image the brain and control the brain's cells, he said "over the next half-century or so we should be able to really understand how these networks" generate emotion.

Then, in the case of mental illness, "we can insert information into the cells in order to re-sculpt their dynamics and fix what's broken," Boyden said.

Technology entrepreneur Eric Anderson said biotechnology and medicine "are eventually going to be information sciences, with your genes... will determine treatment."

THE LIGHTEST STUFF

Julia Greer, an assistant professor of materials science and mechanics at the California Institute of Technology, says the world is craving a useful, ultra-superlight material to work with.

Her research group collaborated with Hughes Research Lab (HRL) and the University of California, Irvine, to recently develop the world's lightest solid material. She predicted that in 10 to 15 years it will be used as fuel cell catalysts, as acoustic damping devices on submarines, as anti-reflective layers in solar cells, and as components of vehicles sent into space.

The new material, called a micro-lattice, is made up of tiny hollow tubes of nickel-phosphorous that are angled to connect ? and contains 99 percent air, Greer said. It can also be used for high-temperature thermal batteries, heart stents and blood clot catchers, she said.

On a related topic, Roy Johnson, the chief technology officer for Lockheed Martin, predicted huge advances in 3-D printing.

POWER TO THE PEOPLE

One of the most famous predictions is Moore's Law, named after Intel co-founder Gordon Moore, which says that computing power doubles every two years or so. It has proven stunningly correct so far, putting new technological devices in everyone's pockets.

But how long will this law hold? Paul Jacobs, the CEO of Qualcomm, said it's not so certain anymore.

The implications of effectively infinite computing power are staggering ? no more waiting for a power-up or a download; every song, movie and TV episode instantly available; and even the possibility of what scientists call artificial intelligence.

But Jacobs told The Associated Press that the law might be valid only "a couple of more generations."

"I'm worried. In the next couple of nodes we're going to stop getting those numbers unless somebody figures out something," he said.

YOUTH OF THE WORLD UNITE

Former British Prime Minister Gordon Brown, now the U.N. special envoy for global education, said huge advances in the Internet and technology are enabling young people to connect with each other and "this is opening up the world in a way that has never happened before."

"Young people are beginning to see that the gap between the opportunities and rights they have been promised and the opportunities and rights that are delivered to them is wholly unacceptable," he said at a session on the forum's sidelines. "And the sense that they are being deprived of these opportunities and rights is, I think, going to be the big motivating force over the next few years."

Caught on video: Teen rescued from torrent

By Ian Johnston, Staff Writer, NBC News

A teenage boy left clinging to a tree in a raging torrent of floodwater in Australia was pulled to safety in a dramatic rescue Friday.

As the teen was being brought to dry land ? in scenes caught on video -- the emergency worker who saved him was swept away by the churning mass of brown water in Rockhampton, Queensland.

The rescuer went under a nearby bridge but managed to reach safety moments later.

The AFP news agency reported that in total there were 20 water rescues across Queensland state Thursday night and early Friday, including a woman and two children trapped in a car and seven people in two flooded houses.

Australia?s Bureau of Meteorology said nearly a foot of rain had fallen in Yeppoon, north of Rockhampton, since early Thursday, the AFP reported. The area is being hit by the remains of tropical cyclone Oswald.

One rescuer told the Australian Broadcasting Corporation?that the boy rescued in Rockhampton was lucky to be alive. ?The current was so strong, it just took him away,? Brett Williams said.

In the video of the rescue, the boy is seen holding onto a tree amid the rushing waters.

A rescuer goes out to him and a yellow rope is seen in the water.

The two then let go of the tree and make their way to land, at times appearing to be engulfed by the waters.

'He's good, he's good'
But, as the rescuer in the water tries to transfer the teen to others on the land, he is suddenly swept away.

?He?s going under the bridge,? a voice is heard saying.

Other rescuers run after him, and moment later one is heard saying, ?He?s good, he?s good.?

The Australian broadcaster reported that ?huge rainfall totals? were expected over the weekend as Oswald tracks south, with Queensland Premier Campbell Newman warning that the state?s largest city Brisbane could be hit by flooding.

AFP said 30 people were killed and more than 2.5 million people were affected by floods in Queensland two years ago.

Werner Herzog Says These Siberians Skinning Sable in -33 Degree Weather Are Happy People

Happy People: A Year in the Taiga doesn?t quite qualify as a Werner Herzog movie. Think of it more as a Herzog remix: The idiosyncratic German director culled 94 minutes of footage from a four-hour documentary the filmmaker Dmitry Vasyukov created for Russian television. Vasyukov had spent a year and a half living in a remote Siberian village, following the day-to-day life of its residents over the course of four seasons. After condensing and re-editing Vasyukov?s film for theatrical release (with the help of his son, Rudolph Herzog, and editor Joe Bini), Herzog added one of his characteristically meditative voice-overs, turning a straightforward anthropological documentary into a filmed essay on freedom, self-reliance, and the sheer miracle of another year survived in one of the planet?s harshest settled places.

Bakhtia is a remote settlement of about 300 people accessible only by helicopter and?during the parts of the year when the river flowing through it isn?t frozen solid?by boat. It?s nestled deep in the heart of the Taiga, an immense wooded region one and a half times as big as the continental United States. The people of Bakhtia lead an existence not too far removed from that of their Iron Age ancestors, hunting, trapping, fishing, and growing vegetables with tools they make themselves (plus some chainsaws and snowmobiles).

Gennady, the omnicompetent hunter/trapper with whom Herzog?s edit spends much of its time, demonstrates early on how to fashion a pair of skis from a freshly chopped-down tree, all the while extolling the virtues of a properly honed ax wedge. Later Gennady explains how to lay a trap for a sable using only tree branches, find and train a good hunting dog, and store precious winter supplies out of the reach of marauding bears. Here I?d be happy just to be able to open a new jar of pickles without help.

Much of Happy People takes place not in the village of Bakhtia itself but out in the lonesome wilderness of the Taiga, following Gennady on the fur-trapping route that takes him away from his family?and indeed, from all companionship except that of his hardworking hunting dog?during the snow-covered winter months (when a 33-degree-below-zero day counts as a balmy excuse to address some undone chores). The taciturn Gennady has a way of offhandedly segueing from sable-skinning tips into jaw-dropping stories of struggle and loss, including a still-painful memory of losing a beloved dog to a maddened bear. Later, after demonstrating the construction of that ingenious trap, he suddenly waxes reflective about the moral valence of his relationship to animals: ?Come to think of it, we are all killers or accomplices.? But at least, Gennady concludes, unlike a farmer who raises animals only to slaughter them, the hunter?s relationship with the animal is ?honest?: ?Here, it?s about who outsmarts whom.?

Happy People?s images of the Taiga, while often breathtaking, come from the standard visual language of nature documentary: in between interviews with villagers, cutaways to icicles hanging from branches or dawn breaking over an expanse of snow. It?s Herzog?s inventive use of voice-over that elevates the film above an extremely well-researched episode of Nature. In some moments the voice-over takes off on solo flights that achieve the narrative compression of haiku: ?Summer in its fullest display. Swallows, boats. Daylight lasts twenty hours.? Like haiku, Happy People is also finely attuned to the passage of the seasons: The film begins during the spring thaw, when preparations are already beginning to be made for the inevitable brutal onset of winter, and grows increasingly suspenseful as the seasons progress. Will the inhabitants of Bakhtia be able to get through the staggering amount of labor that lies before them?the stockpiling of supplies, the carving of dugout canoes, the readying of hunting cabins and setting of traps?before winter sets in and makes survival the only priority?

It?s Herzog who declares the stoic residents of Bakhtia ?happy people??with the exception of an indigenous Siberian who appears in a too-brief scene to lament the plague of alcoholism in his community, the subjects in this documentary spend little time holding forth on their state of personal well-being. Near the end, when Herzog, in voice-over, embarks on yet another lyrical flight celebrating the radical freedom and self-reliance of this largely pre-modern culture, it?s hard not to hear in his enthusiasm the idealizing nostalgia of a modern European observer, and to smile at his naivet?. But after watching Gennady and his fellow hunters spear fish in the dark of night using a method that?s remained unchanged for thousands of years, it?s even harder not to be inspired by the villagers? ingenuity, resilience, and capacity to endure. In their honor, tomorrow I?m getting the top off the pickle jar all by myself.

Articles on Personal Injury Law and the Law of Torts

Personal injury law is a broad term used in cases involving any number of unrelated actions such as car accidents, dog bites, wrongful death, or slip and fall (premises liability), which result in physical and/or psychological harm to an individual. When such incidents occur, the victim seeking justice and compensation should seek out the representation of a personal injury attorney.

Personal injury law is principally based upon tort law. A basic definition of a tort is a ?civil wrong?. The law of torts is very basic and predicated upon the idea that an injured party should be compensated in some way for the harm that was caused to them by the ?tortfeasor? (the person responsible for the act) or the ?tort? act. Ideally, the injured party should be compensated for any losses they have suffered whether they are physical, emotional or economic in nature.

The word tort comes from the Latin ?tortus?, meaning ?twisted? or ?crooked?. As the word was adopted into the English language, it was used to describe an act that was twisted, or not straight and became synonymous with the word ?wrong?. As the word fell out of use by the general public, it was retained in the legal arena to describe the types of cases taken up by personal injury attorneys.

All personal injury matters boil down to the concept of negligence. The elements of proving negligence are (1) duty ? each of us, no matter our role in society, owe a duty to one another, whether we are operating a motor vehicle, walking a dog or managing a property. If that duty is not upheld or is (2) breached, and that breach (3) causes (4) damages to another person, the person who committed the wrongful act (the tortfeasor) is negligent.

Using Twitter to track the flu: Researchers find a better way to screen the tweets

Jan. 24, 2013 ? Sifting through social media messages has become a popular way to track when and where flu cases occur, but a key hurdle hampers the process: how to identify flu-infection tweets. Some tweets are posted by people who have been sick with the virus, while others come from folks who are merely talking about the illness. If you are tracking actual flu cases, such conversations about the flu in general can skew the results.

To address this problem, Johns Hopkins computer scientists and researchers in the School of Medicine have developed a new tweet-screening method that not only delivers real-time data on flu cases, but also filters out online chatter that is not linked to actual flu infections. Comparing their method, which is based on analysis of 5,000 publicly available tweets per minute, to other Twitter-based tracking tools, the Johns Hopkins researchers say their real-time results track more closely with government disease data that takes much longer to compile.

"When you look at Twitter posts, you can see people talking about being afraid of catching the flu or asking friends if they should get a flu shot or mentioning a public figure who seems to be ill," said Mark Dredze, an assistant research professor in the Department of Computer Science who uses tweets to monitor public health trends. "But posts like this don't measure how many people have actually contracted the flu. We wanted to separate hype about the flu from messages from people who truly become ill."

Dredze, who also is a research scientist at the Johns Hopkins Human Language Technology Center of Excellence, led a team that in mid-2011 released one of the first and most comprehensive studies showing that Twitter data can yield useful public health information. Since then, this strategy has become so popular that the U.S. Department of Health and Human Services last summer sponsored a contest challenging researchers to design an online application that could track major disease outbreaks.

This winter, as the United States entered an unusually severe and early flu season, Twitter-based flu projections have drawn increasing attention. Many public tweets, such as, "I'm so sick this week with the flu," can indicate a rise in the flu rate. Collecting enough of these tweets can help health officials gauge the scope and severity of an epidemic.

But the reliability of many computer models can be weakened by too many tweets that point to flu-related news reports and other matters not directly linked to a flu case, according to David Broniatowski, a School of Medicine postdoctoral fellow in the Department of Emergency Medicine's Center for Advanced Modeling in the Social, Behavioral, and Health Sciences. "For example," he said, "a recent spike in Twitter flu activity was caused by discussions about basketball legend Kobe Bryant's flu-like symptoms during a recent game. Mr. Bryant's health notwithstanding, such tweets do very little to help public health officials prepare our nation for the next big outbreak."

To improve their accuracy when using tweets to track the flu, the John Hopkins team developed sophisticated statistical methods based on human language processing technologies. The methods are designed to filter out the chatter. The system can distinguish, for example, between "I have the flu" and "I'm worried about getting the flu."

Another advantage of the Johns Hopkins flu projection method is that it can produce real-time results. By comparison, the U.S. Centers for Disease Control and Prevention, which record flu-related symptoms from hospital visits, typically take two weeks to publish data on the flu's prevalence.

To check the reliability of their enhanced system, the Johns Hopkins researchers recently compared their results to CDC data for the same period. The researchers said that during November and December 2012, their system demonstrated a substantial improvement in tracking with CDC figures as compared to previous Twitter-based tracking methods. "In late December," Dredze added, "the news media picked up on the flu epidemic, causing a somewhat spurious rise in the rate produced by our Twitter system. But our new algorithm handles this effect much better than other systems, ignoring the spurious spike in tweets."

The researchers have also used their Twitter data to produce United States maps that document the stark differences between last year's mild flu season and the much higher incidence of the virus in the winter of 2012-2013.

While their new method was only recently developed, the Johns Hopkins researchers chose to release information on the flu tracking system because of the higher incidence of illness this winter. Team members hope to share the enhanced flu tracking method with leading government health agencies.

"This new work demonstrates that Twitter posts can be used to guide public health officials in their response to outbreaks of infectious diseases," Dredze said. "Our hope is that the new technology can be used track other diseases as well." Other Johns Hopkins researchers participating in the Twitter flu project are doctoral student Michael Paul and recent bachelor's degree graduate Alex Lamb, both in the Department of Computer Science.

The Johns Hopkins researchers noted that their enhanced Twitter flu analysis system looked only at public tweets in which all user names and gender information had been removed. The system was tested only on messages from the United States. The research was funded in part by the National Institutes of Health's Models of Infectious Disease Agent Study.
